Paul R. Greenwood, Recently Retired Deputy District Attorney

Paul Greenwood serves as the Deputy District Attorney for the San Diego District Attorney’s Office.  He has been in practice for more than 35 years.  He spent 10 years in England as a barrister and solicitor before relocating to San Diego in 1991. He joined the San Diego DA's office in 1993, and started the Elder Abuse Prosecution Unit in January 1996.  Under his   leadership, the unit has grown to a team of twelve. He has also been involved in the prosecution of over 500 felony elder abuse cases.  Mr. Greenwood is currently Co-Chair of California’s District Attorneys Elder Abuse Committee, and is an elected board member of the   National Committee for the Prevention of Elder Abuse.  He assisted with drafting Elder Abuse legislation for California Evidence Code sections 1380 and 1109.

Lance Robertson was appointed to serve as Assistant Secretary for Aging and ACL's Administrator on August 11, 2017.  His vision for ACL focuses on five pillars: supporting families and caregivers, protecting rights and preventing abuse, connecting people to resources, expanding employment opportunities, and strengthening the aging and disability networks.  His leadership in the fields of aging and disability began in Oklahoma, where he served for 10 years as the Director of Aging Services within the state’s Department of Human Services. Prior to that, he spent 12 years at Oklahoma State University, where he co-founded the Gerontology Institute and served as the executive director of the nation's largest regional gerontology association.  Asst. Sec. Robertson earned his undergraduate degree from Oklahoma State University and a master of public administration degree from the University of Central Oklahoma, and he is a veteran of the United States Army.

Peter A. Lichtenberg, Ph.D., ABPP is the Director of The Institute of Gerontology and the Merrill Palmer Skillman Institute and Professor of Psychology at Wayne State University in Detroit, Michigan.  He is particularly interested in the area of intersection between financial capacity and financial exploitation; finding ways to balance autonomy and protection for older adults.. In 2013, he published the first nationally representative study on predictors of older adult scam victims. He recently completed the creation of the Lichtenberg Financial Decision Making Rating Scale, and the Lichtenberg Financial Decision Screening Scale: He has authored 7 books and over 200 scientific articles and book chapters in Geropsychology including being the senior editor for the American Psychological Association’s Handbook of Clinical Geropsychology.

Greg Gonzales, Commissioner

Greg Gonzales is the 18th commissioner of the Tennessee Department of Financial Institutions, who began serving in this role in 2005, and was reappointed by Governor Bill Haslam. He has served in the department since 1986. In this position, Gonzales serves as Tennessee’s chief regulatory officer of all state-chartered depository and licensed non-depository financial institutions.  Additionally, he has served as assistant commissioner and general counsel for the department.  Gonzales is a past Chairman of the Conference of State Bank Supervisors (CSBS), which is the professional organization of state banking commissioners in the United States. Commissioner Gonzales, for a number of years, served as a member of the Board of Directors of the Money Transmitter Regulators Association (MTRA), an organization of a majority of the states that regulate funds transfer companies. He serves as Chairman of the State Liaison Committee that incorporates the state supervisory perspective into the Federal Financial Institutions Examination Council. He served on the U.S. Treasury’s Bank Secrecy Act Advisory Group. Commissioner Gonzales currently serves on the Board of Directors of the Tennessee Financial Literacy Commission. Gonzales also currently serves on a national task force studying how new technologies are affecting the U.S. payment systems.  Commissioner Gonzales was born in Cookeville, Tennessee and graduated Cum Laude in Cursu Honorum with a bachelor’s degree from Tennessee Technological University in 1980. Gonzales served as a research assistant in 1980 to Sir Patrick Cormack, a Conservative Party member of the British Parliament. He earned a law degree from the University of Tennessee in 1984.

David Rausch, Director

rector David B. Rausch earned his Bachelor of Arts in Political Science in 1986 and his Master of Science in Justice Administration in 2001, both from the University of Louisville.  He was enlisted and served in the United States Army Military Police Corps from 1986 to 1990, where he attained the rank of Sergeant. He served for 25 years in the Knoxville Police Department, from 1993 to 2018, and served his last 7 years as Chief of Police.  He also served on the department's Special Operations Squad (SWAT Team) for 10 years from 1997 to 2007. In June 2018, Governor Bill Haslam appointed Rausch to serve as the 9th Director of the Tennessee Bureau of Investigation.
Director Rausch is a graduate of several prestigious law enforcement and leadership training programs, including the 105th Administrative Officers Course of the Southern Police institute, the FBI 218th National Academy, the FBI Tennessee Law Enforcement Executive Development Seminar, the Police Executive Research Forum 40th Senior Management Institute for Police, the FBI Leadership in Counter Terrorism Course Atlantic Session, the FBI 36th National Executive Institute, the United States Secret Service Executive Protection Seminar, the United States Army War College Commandant’s National Security Program, Leadership Knoxville, and Leadership Tennessee.  Director Rausch has served in leadership roles for numerous community and professional service organizations, including the International Association of Chiefs of Police, the Appalachia High Intensity Drug Trafficking Areas, the Tennessee Association of Chiefs of Police, Leadership Knoxville, the Knoxville Change Center, the Trinity Health Foundation, the Volunteer Ministry Center Knoxville, the Knoxville Metro Drug Coalition, the Mental Health Association of East Tennessee, the Boys and Girls Clubs of the Tennessee Valley, and the University of Tennessee Law Enforcement Innovation Center.  Director Rausch has served as an advisor to legislators on the local, state, and federal level, including the Governor of Tennessee, members of Congress, Senators, and Executive Staff members to the past two Presidential administrations. He has helped draft, support, pass, and defeat significant legislation at all levels of government that impact the safety of communities.


Renee Bouchillon, Adult Protective Services Program Director

Renee Bouchillon has worked in the protective services field for almost 20 years. She began her career working for the Department of Children’s Services in 1996 as a Child Protective Services worker. Three years later in 1999, she transferred to the Department of Human Services and began working with Adult Protective Services. Renee has held several different positions throughout her APS career which include being promoted to APS Field Supervisor, APS Program Coordinator, and APS Program Supervisor. While Program Supervisor for Middle TN she was additionally appointed to fill the role of Acting Director for Adult Protective Services. These accomplishments are what provided Renee the experience and ability to achieve her current tittle, Director of Adult Protective Services with the responsibility of statewide operations of the APS program.  Renee is very active with community partners and enthusiastically participates on several councils and boards. She is the Chair of the Tennessee Vulnerable Adult Coalition (TVAC), a member of the Adult Abuse Coalition of South Central Tennessee (AASCT) and a member of the South Central TN Area Agency on Aging Advisory Board. Renee is the DHS Commissioner’s Designee for the Tennessee Commission on Aging & Disability (TCAD), the Department of Mental Health and Substance Abuse Statewide Planning Council, and the Legislative Elder Abuse Taskforce.  Renee holds a Master of Arts degree in Counseling from Trevecca Nazarene University and a Graduate Certificate in Gerontology from MTSU.

In her capacity as General Counsel for the Tennessee Commission on Aging and Disability as well as the State Legal Assistance Developer and Elder Rights director, Laura Brown serves as an advocate for some of Tennessee’s must vulnerable residents.  She holds a Juris Doctorate degree from the University of Tennessee College of Law, a Master of Arts in Civic Leadership from Lipscomb University and a Bachelor of Science degree in English Education from the University of Tennessee at Chattanooga.  Ms. Brown is current enrolled as a doctoral candidate in the University of Tennessee at Chattanooga PhD program in Learning and Leadership (Public Policy).  Ms. Brown has both professional and personal experience dealing with the needs and rights of elders and vulnerable adults.  Ms. Brown is a trained mediator and seasoned educator and she has extensive experience in healthcare related litigation.  Ms. Brown lives in Franklin, TN with her husband, nine year old son, and a rescue dog and cat.

Wallace Bowden has served as a Postal Inspector for 24 years.  Inspector Bowden has experience in the following areas of investigation; dangerous mail, post blast investigations, mailing of controlled substances, child exploitation, fraud, assaults and threats of postal employees, robberies and burglaries.  Inspector Bowden has also served on the protection detail for the Postmaster General and the Postal Board of Governors. Inspector Bowden attends participates in the US Attorney’s Identity Theft Task Force and Suspicious Activity Report working group. Inspector Bowden was assigned to work in Nashville, TN in 1994 and transferred to Knoxville, TN in 2003.  Wallace has two children, Sara, who is attending the graduate school at Northwestern University and Seth, a member of the East Tennessee State University track team.

Kim is the Vice President of Compliance and Risk Management for Knoxville TVA Employees Credit Union. Knoxville TVA Employees Credit Union is a $2 billion credit union with 23 branches in East Tennessee. As the VP of Compliance and Risk Management Kim analyzes laws and regulations, manages the Anti-Money Laundering Bank Secrecy Act program, and oversees the Credit Union’s Risk Management and Financial Security Department.  In 2014, she presented testimony to the Governor’s Elder Abuse Task Force regarding the impact of elder financial exploitation in TN and in 2016 she appeared as a guest panelist on behalf of financial institutions on the Nashville PBS show Aging Matters which explored the elder abuse crisis.   She is a certified Credit Union Compliance Expert, Bank Secrecy Act Compliance Specialist, and a member of the International Association of Financial Crimes Investigators.


Andrea Kline, Assistant District Attorney General

Assistant District Attorney General Andrea Kline received her Bachelor of Arts Degree in Psychology from the University of Tennessee and then worked as a caretaker in a residential facility for mentally and physically handicapped adults.  Thereafter she obtained her Doctor of Jurisprudence Degree from the University of Tennessee College of Law in May 1995.  She is currently assigned to the Elder Abuse Special Prosecution Unit and established that Unit in the fall of 2014 at the direction of District Attorney General Charme P. Allen.  General Kline participates in East Tennessee Elder Watch and the Tennessee Vulnerable Adult Coalition, and worked with both groups to co-author a statewide survey on the status of Elder Abuse in Tennessee.  She established the state’s first VAPIT (Vulnerable Adult Prosecution and Investigation Team), a multi-disciplinary taskforce wherein Adult Protective Services (APS), Law Enforcement, and the Office of the District Attorney General meet bi-weekly to review all cases of Elder Abuse and Exploitation reported to Knox County APS.  In addition to her duties as an Assistant DA, General Kline is the Legislative Liaison for the Knox County District Attorney’s Office, and she is a member of the District Attorneys General Conference where she currently serves on the Elder Abuse Committee and the Legislative Committee.  Through her participation in the Legislative and Elder Abuse Committees, General Kline has also been instrumental in urging our legislators to pass legislation related to the elderly and to all crime victims.

Katie Knutsen, EMS Lieutenant / Coordinator

Katie Knutsen is a 8-year veteran in the fire and emergency medical services field. She has progressed through the ranks and is currently serving as the EMS Lieutenant / Coordinator with the Gatlinburg (TN) Fire Department. Katie is a Critical Care Paramedic and an Instructor Coordinator with the Tennessee Office of EMS. She is also an instructor through the National Association of EMT’s and the American Heart Association which ranges in classes from basic life support to tactical casualty combat care. She is a member of the Region II EMS Directors Training Division. Katie has testified as a fact witness for the State during an attempted murder trial. She holds an Associate’s Degree in Public Safety and is currently pursuing a Bachelor’s Degree in Psychology from the University of Tennessee.

Don Dare, Consumer / Investigative Report

Don Dare is the Consumer/Investigative Reporter for WATE-TV in Knoxville, Tennessee. Mr. Dare is a veteran and has earned a Master of Arts in Journalism from the University of Georgia, and a Bachelor of Arts in Speech-Theater from North Carolina Wesleyan College. He has servedas a Board Member for the Better Business Bureau and is the former Board Chairman of the East Tennessee Consumer Credit Counseling Service.  Don has been a television news reporter for more than 40 years, and since joining WATE -TV in 1996, he has become one of the community’s leading voices seeking justice for vulnerable adults as many of his news stories center on issues faced by seniors and other vulnerable adults throughout the East Tennessee area. Mr. Dare has been the recipient of numerous awards including an Emmy and the prestigious Murrow Award for Investigative Reporting from Radio-Television News Directors Association.

Chelsea Ridley has a Bachelor’s of Science and Masters in Public Health from East Tennessee State University. Chelsea worked at the county level on tobacco cessation efforts before moving to Nashville to work on health initiatives at the Tennessee Department of Health in 2015. Chelsea began serving as the Director of the Civil Monetary Penalty Reinvestment Quality Improvement Program in November 2017, a program dedicated to improving the  quality of care and quality of life of nursing home residents. In 2017, Chelsea was presented with the National Network for Public Health Institutes (NNPHI) Rising Star award recognizing her as an emerging leader in public health. Chelsea is passionate advocate for the aging population and is dedicated to ensuring optimal health for all aging Tennesseans.

Jacy Weems earned her Bachelors of Science in Public Health from East Tennessee State University with a concentration in Healthcare Administration. She accepted a fellowship with the Centers for Disease Control & Prevention after graduation and was stationed in Fort Myers, FL where she worked as an inspector of nursing homes as well as a grant-writer for low-income communities. Ms. Weems has worked for the State of Tennessee since late 2016 and most recently accepted her position as the Asst. Director of the Tennessee Civil Monetary Penalty Reinvestment Quality Improvement Program in February 2018. In her current role, she assists in the oversight of a $29 million quality improvement program dedicated to improving the quality of life and quality of care of nursing home residents in Tennes

Chris Knutsen, Training Officer, Pigeon Forge Fire / Rescue Department
Chris Knutsen is a 22-year veteran of the fire service. He has progressed through the ranks and is currently serving as the training officer for the Pigeon Forge (TN) Fire / Rescue Department. He is a FEMA instructor for Command and General Staff Functions for Local Incident Management Teams and is a member of the Tennessee Fire Chief’s Association Mutual Aid System – Incident Management Team program. He has extensive incident management experience where he has served as Incident Commander, Operations Section Chief, Planning Section Chief or Logistics Section Chief on several large-scale, multi-agency incidents involving floods, wildfires, aircraft crashes, structure fires, conflagrations and technical rescues. He is also an adjunct instructor for the Tennessee Fire Service and Codes Enforcement Academy and Walters State Community College – Public Safety Division. Chris has been deposed numerous times and has testified as an expert witness in a double homicide case. He is currently pursuing a Bachelor’s Degree in Public Safety Administration / Homeland Security from the University of Maryland.

Del Holley has been employed by the Knox County District Attorney General's Office since July 1, 1994.  General Holley received his Bachelor of Arts degree in Speech Communication from Auburn University in 1988 and his Doctor of Jurisprudence degree from the University of Tennessee College of Law in 1991.  Since September 2010, he has been assigned to the Felony Division of General Sessions Court, and currently is the senior Assistant on the team.  In October 2016, Governor Bill Haslam appointed General Holley to a six-year term as a member of the Tennessee Commission on Aging and Disability. General Holley also serves as Parliamentarian for the East Tennessee Council on Aging and Disability. In 2015, General Holley received the John J. Duncan, Sr., Award (Professional) given annually by the Board of the Senior Citizens Information and Referral Service in Knoxville to recognize outstanding efforts in the area of senior advocacy. He served as chair (2012-13) and secretary (2013-14) of the Tennessee Vulnerable Adult Coalition, a group spearheading a state-wide effort to combat elder abuse and other offenses perpetrated against vulnerable adults. He has been a member of Knox County ElderWatch and served as chairperson of the East Tennessee E1derWatch Executive Committee (2004-06). He helped plan and lead numerous community and professional education events sponsored by ElderWatch. General Holley served as a member of the steering committee for the East Tennessee Regional Senior Summits held in 2008 and 2009. Those events, cosponsored by County Mayors, Sheriffs, and District Attorneys General representing 17 East Tennessee counties, were attended by over 4,000 seniors from across the region.  He is also frequently invited to speak to law enforcement, community, and church groups to train and educate persons about the criminal justice system.

Sergeant Darrell Griffin began his career with the Knoxville Police Department in 1996 as a Police Cadet after serving as a Police Explorer for 4 years.  He has served various roles  during his career including: Field Training Officer/Sergeant, Marine Patrol, Search and Rescue Team, Mobile Field Force, Reconstructionist, Inspections Unit, Less Lethal/Chemical Munitions Instructor.  He was assigned to the Special Crimes Unit in October 2010 where he oversees investigations relating to Child Abuse, Domestic Violence, Human Trafficking, Elder Abuse, and Missing Persons.
