Lance Robertson, Administrator and Assistant Secretary for Aging

Lance Robertson was appointed to serve as Assistant Secretary for Aging and ACL's Administrator on August 11, 2017.  His vision for ACL focuses on five pillars: supporting families and caregivers, protecting rights and preventing abuse, connecting people to resources, expanding employment opportunities, and strengthening the aging and disability networks.  His leadership in the fields of aging and disability began in Oklahoma, where he served for 10 years as the Director of Aging Services within the state’s Department of Human Services. Prior to that, he spent 12 years at Oklahoma State University, where he co-founded the Gerontology Institute and served as the executive director of the nation's largest regional gerontology association.  Asst. Sec. Robertson earned his undergraduate degree from Oklahoma State University and a master of public administration degree from the University of Central Oklahoma, and he is a veteran of the United States Army.

Paul R. Greenwood, Deputy District Attorney
San Diego County, California

Paul Greenwood serves as the Deputy District Attorney for the San Diego District Attorney’s Office.  He has been in practice for more than 35 years.  He spent 10 years in England as a barrister and solicitor before relocating to San Diego in 1991. He joined the San Diego DA's office in 1993, and started the Elder Abuse Prosecution Unit in January 1996.  Under his   leadership, the unit has grown to a team of twelve. He has also been involved in the prosecution of over 500 felony elder abuse cases.  Mr. Greenwood is currently Co-Chair of California’s District Attorneys Elder Abuse Committee, and is an elected board member of the   National Committee for the Prevention of Elder Abuse.  He assisted with drafting Elder Abuse legislation for California Evidence Code sections 1380 and 1109.

Peter Lichtenberg, Director
Institute of Gerontology & Merrill Palmer Skillman Institute, Wayne State University

Peter A. Lichtenberg, Ph.D. is the Director of both the Institute of Gerontology and the Merrill Palmer Skillman Institute and the Founding Director of the Wayne State University Lifespan Alliance.  Dr. Lichtenberg is also a Professor of Psychology and Physical Medicine and Rehabilitation. He is a clinical psychologist and obtained his Ph.D. at Purdue University in 1986 and completed post doctoral training in geriatric neuropsychology from the University of Virginia. Dr. Lichtenberg received his diplomate in Rehabilitation Psychology in 1997. Dr. Lichtenberg is a national expert in financial capacity assessment and financial exploitation of older adults. He has published articles on psychological vulnerability and fraud and on his new instrument the Lichtenberg Financial Decision Making Rating Scale. He is currently engaged with colleagues from multiple disciplines in examining the validity of his new scale, a screening scale and an informant scale. He has conducted independent medical evaluations and expert witness work over 75 times in the past 10 years on issues related to older adults and capacity.

Greg Gonzales, Commissioner
Tennessee Department of Financial Institutions

Greg Gonzales is the 18th commissioner of the Tennessee Department of Financial Institutions, who began serving in this role in 2005, and was reappointed by Governor Bill Haslam. He has served in the department since 1986. In this position, Gonzales serves as Tennessee’s chief regulatory officer of all state-chartered depository and licensed non-depository financial institutions.  Gonzales is a past Chairman of the Conference of State Bank Supervisors (CSBS), which is the professional organization of state banking commissioners in the United States. Commissioner Gonzales, for a number of years, served as a member of the Board of Directors of the Money Transmitter Regulators Association (MTRA), an organization of a majority of the states that regulate funds transfer companies. He serves as Chairman of the State Liaison Committee that incorporates the state supervisory perspective into the Federal Financial Institutions Examination Council. He served on the U.S. Treasury’s Bank Secrecy Act Advisory Group. Commissioner Gonzales currently serves on the Board of Directors of the Tennessee Financial Literacy Commission. Gonzales also currently serves on a national task force studying how new technologies are affecting the U.S. payment systems.

David Rausch, Chief of Police
City of Knoxville

Chief Rausch has been with the Knoxville Police Department since January 1993.  He served in the Patrol Division for the majority of his tenure as a police officer in various roles.  He has served as the Commanding Officer for the Patrol Division and for each of the Patrol Division Districts, as well as the Staff Officer for the Deputy Chief of Patrol.  He has promoted through the ranks from Officer to Sergeant in 1998, Sergeant to Lieutenant in 2002, Lieutenant to Captain in 2006, Captain to Deputy Chief in 2009, and to Chief of Police in 2011.  Chief Rausch served on the Knoxville Police Department Special Operations Squad (SWAT Team) from 1997 to 2007.  Chief Rausch came to Knoxville from Louisville, Kentucky where he graduated in 1986 from the University of Louisville with a Bachelor of Arts in Political Science.  He then enlisted in the U.S. Army and served in the Military Police Corps from 1986 to 1990 and attained the Rank of Sergeant prior to the end of his enlistment.  Chief Rausch is a graduate of the 105th Administrative Officers Course at the Southern Police and received his Master of Science in Justice Administration from the University of Louisville in 2001.
